Could telomerase be genetically engineered to function in somatic cells, & if so, could it increase longevity?

Yes, telomerase enables stem cells to be effectively immortal, by repairing and maintaining the telomeric caps at the end of DNA chains. If humans could be genetically engineered such that telomerase would be activated in all of their somatic cells, there might be no limitation to the number of mitotic divisions that any cell could achieve, which would undoubtedly increase life expectancy dramatically.
